André Laboul, former Special Financial Advisor to the OECD G20 Sherpa joins EDHECinfra as Senior Advisor to the CEO. Among other functions, Mr. Laboul was Head of the Financial Affairs Division of the OECD; G20 Deputy and G7 Finance Deputy; OECD Coordinator for Infrastructure; Secretary General of the International Organization of Pension Supervisors; Senior Advisor to the Directorate of Financial and Corporate Affairs; and President of the International Network on Financial Education.
Mr. Laboul wrote the first major international studies on banking/insurance and private pension regulation and was instrumental in the development of various major international policy projects and international instruments by the OECD, including on infrastructure, private pensions, financing of long-term investments by institutional investors, financial education, protection of financial consumers, insurance against terrorism and financial management of catastrophic risks. He is currently a lecturer at various universities and holds senior advisory positions in various forums. Commenting on his new role at EDHECinfra, André Laboul said: “The role of infrastructure in institutional portfolios can only reach its full potential once the fair market values of these investments are truly taken into account. It is essential to align prudential rules with risk measurement approaches in illiquid and unlisted investments such as infrastructure, including ESG-related infrastructure, in order to achieve the full potential of class d infrastructure assets, both from a public policy and private investment perspective.
EDHECinfra CEO Frédéric Blanc-Brude said: “André brings an incredible wealth of knowledge and experience when it comes to the progressive integration of the infrastructure asset class into the policy and regulatory process. He truly saw the active being born at the G20. and oversaw much of this process. We are proud to have him join us as a Senior Advisor to continue delivering an important message on the role of data and transparency for infrastructure investments. »
